ever consider that maybe people really are speeding and/or committing other moving violations? Ever stand near the curb of a light? Check out how many drivers make rolling stops before making right turns vs how many just fly around the curb. About the only time a driver stops is if there's a pedestrian already in the crosswalk or else there's cars in the opposing lanes making their left turns. a cop can fill his quota by ticketing everyone who flies around the curb. Most don't even bother with rolling stops.
