Compound semis are usually more expensive then Silicon based solutions. Since the bulk of the "high end" spending has disappeared, then it makes some sense that their fab could be "part of the problem".

What concerns me about this issue is that the company is supposed to be at the leading edge of ASIC manufacturing and their management is supposed to recognize the shifting landscape as it evolves. VTSS has had entries into numerous materials and processes, InP, SiGe, and other exotics, so they SHOULD be up to date on where the industry is headed. They were constantly touting their "potential" OC-768 product streams, which now look like a huge waste of time and money.

They are currently spending their entire quarterly generated revenue on R+D and their overhead is, in essence, reducing the company's Net Asset Value. I question the company's leadership on their ability to view the horizon for what it is, not what they wish it to be. Hard questions need to be answered by this company's actions, not their words.
