It might have been FDR, who watched the entire country go down the tubes for a decade because there was neither mechanism, knowledge, nor strength of will to stop a banking collapse that threw millions out of work and off their farms.

As I recall, he eventually "solved" the problem by leading the nation into a war with Imperial Japan and Nazi Germany. Lucky guy. But if he were around today, he might be a big advocate of the supporting of banks as an alternative...
