Hi CobaltBlue; Interesting list of Iraq's chemical weapons use (page 18):

Haij Umran
Panjwin
Manjnoon Island
Al Basrah
Hawizah Marsh
Umm ar Rasas
Sumar / Mehran
Halabjah
csis.org

Of those place names, only Sumar is in Iran, and the area is right on the border. Thus Iraqi use of chemical weapons was essentially defensive. Also, it's interesting that the article says that the Iranians used poison gas at Halabjah. I wonder if that was in retribution for its use at Sumar.
