The overseas markets want to compete and have the benefit of government backing in some cases. The difference is the amount of help that is being directed to the foundries in the form of partnerships. Past 300mm who will set the standard for the new generation wafers, or take the same line of thought into litho tools. As the foundries are increasingly used and so will their influence of the future of processing. Intel and IBM will become old hat and having to meet standards vs. drive.

Intel and IBM will be the last companies to participate in wafer processing in Asia. They will be waiting for laws to allow the building of Fabs in this region while other companies use the foundries and help build homegrown processing technology. As you shift the money and talent to the large eager to learn skilled tech pool you also shift the source of future innovations.

I can go on and on. I feel like I've seen the future and it will happen.
