This bear market started before inauguration day...
The market weathered several storms in the 90's. I recall massive PC purchases by the Navy when the PC markets were first starting their price war. The federal government was ordered to put all relevant agency's information on line, forcing the massive purchase of routers and servers just at the time that businesses were wondering if they too should build a web site. The federal initiative provided a base and test platform from which companies could see what a web site was and how it might help.

In this millenium when business was up against a chasm, the last mile of broadband was a very visible one, the government responded with a tax cut. The $300 rebates did not help the telecoms cross the chasm. The extra $300 did not cause reinvestment into the capital expenses of the next steps in digital technology. The tax cut only made the government powerless to do anything but watch as the reduction in excesses by some companies turned into a fullscale destruction of the telecom, wireless, broadband, web site, and anything else to do with an economy other than oil and autos. It's not the bubble bursting that is so painful, it's the collateral damage.
