Aug. 13, 2002

The Federal Reserve left interest rates unchanged Tuesday, rejecting calls
to stoke the sputtering economy, but signaled that it is poised to cut rates
if conditions don't improve. The Fed shifted its policy statement to say
that economic weakness is the greater risk to the economy than inflation.
Since March the central bank has said the risks were balanced.
