I think you are seeing something I am not seeing, which is not to say that I am seeing things correctly.

I have not been able to find anything in the correspondence and submissions for TSG-C-0208 that would lead me to believe that of necessity the proposed workarounds) will be:

- applied on an individual carrier basis (although they could be).

- will not necessarily impact the standard.

The Qualcomm proposed modification "Single Carrier Solution" (improved trigger mechanism for EGSRM to trigger "special behavior") will evidently work in an IS-95B single carrier environment as well as the multi-carrier IS-2000A environment according to the Qualcomm exhibit you referenced.

It is unfortunate, and it is not clear to me why the 17 page Powerpoint presentation "CDG Sync Channel Team Recommended Single Carrier Solutions" dated July 11 that was in the CDG-Sync folder of TSG-C-0208 a few weeks ago was removed because it embellished on the proposed single carrier (and multi-carrier solution) and it showed the results of preliminary testing for affected "non-compliant" mobiles.

I don't see any indicators of this.

Am I missing something?

Samsung simply reiterated what they and the other Korean Manufacturers and carriers have been stating all along and that is that they won't vote for a standards based solution.

The stymie continues so far as I can tell.

It is possible that the 70% of 3GPP2 members that have previously voted for a standards based solution (and hope to have unanimity in this) may acquiesce, and elect to introduce a work around that is not standards based (without an addendum 3) but it is also possible that the issue will go back to ballot at the appropriate plenary in the future if it did not last week.

In the CDG presentation of 11 July the next steps were:

* Perform additional testing/verification (Operator lab set-up recommended)

* Draft a technical paper describing the solution and disseminate to the CDG membership.

I'm assuming that is in progress and the Qualcomm presentation is a high level of this and there may have been discussion at last weeks plenary.
