You're confusing interest rate changes (monetary policy) with "anything". Fiscal policy, such as spending and tax changes, have impacts the day they are implemented.

There is also the very key issue of "leadership", in which the attitudes of people can be modified, sometimes very quickly, which also has a very big impact on the economy.
