As the Clinton/Gore team were leaving the White House, as the last keyboard had its "w"'s removed, and the last phone forwarded, the nation was already entering recession (if it already wasn't in one). Now you seem to indicate that Bush should have tried to maintain surpluses - the Hoover method of making sure that a market crash doesn't cause an economic collapse. A crash that started 9 months before Bush was sworn in.
