the same thing would have happened with Clinton in office.

I disagree, Clinton may have headed for a bunker but he would have left messages to the public on phone, tv, radio, internet and everywhere else that he had things under control. Clinton knew he was in charge and didn't have to check with Cheney or Rove or anyone else. On 9/11 preople were wondering if Al Haigue was in charge again.
