What? Who proposes the budget

The president proposes as a budget. So what? Bush has proposed a budget, and the obstructionist Democrats haven't acted on it yet. When they do, it won't be what Bush wanted.

So who's fault is it? So who has control of spending? So who's responsible for the economy sucking? NOT THE PRESIDENT.
