As for the trade deficit the simple answer is its the oil imports

Easy. Just put a buck & a half more tax on a gallon of gas, and people would stop buying Chevy Suburbans.
Would take about 18 months - and Bush might even be able to get himself re-elected with judicious use of the resulting tax dollars (there's a downside to any plan...).
