The Soviets, Indians, and Pakistanis, do not have a previous history of attacking three of the five, largest oil producing nations (60%? of the worlds proven oil reserves).

You are correct. A nuclear weapon though, might cause a halt to shipping thru the Persian Gulf. And a few acres of glass would be unfortunate, if it is where a major oil terminal(s), and pipeline(s) was(were). A single Saudi oil terminal is capable of pumping 5 million barrels a day into tankers.
