"Longer term, we have only had six more weeks
with more Bears than Bulls for the last four years. Short term the readings will support a mini Bull market, but we are looking for more trouble down the road and a lower low in 2003 than the recent July low...... Our Indicators continue to suggest that we have started a Cyclical Bull market in a longer term Secular Bear market. During the Major Secular Bull Market started in 1982, the Cyclical Bear markets that we saw in 1987, 1990 and 1994 tended to be very short in terms of time and it is our feeling that any Bull Markets in the next few years will be of a similar nature. Remember, when the Dow hit 1,000 in 1966 it took 16 years to significantly better that level. We are looking for a High in December or, perhaps in early 2003 to be followed by another down market leg."
