To be magnanimous in victory, first you must have a victory. We didn't have one in 1991 because Saddam never fell

It was a significant victory. The war was fought to extricate Iraq from Kuwait and the goal was achieved in short order. It was so effective that many thought the war should have been extended into Baghdad. Fortunately we had a leader who knew how to define and win a military contest.

It also turned the page on the US's past military misadventures effectively creating two victories.
