Of course it is, don't be ridiculous. Arab politics can turn even full-scale defeats into political victories. What you propose would have provided Saddam with an absolute triumph, survivial and victory agains the Great Satan. If you don't believe Saddam would have proclaimed himself a second Saladin on the basis of such a triumph throughout the Arab world, you haven't been following Arab politics.

Saddam declared himself victorious after GWI, if anyone recalls. Made a big show of it. Continues to do so to this day.

BAGHDAD, Iraq -- Iraqi President Saddam Hussein has declared a "victory over enemies" of the Arab world during the 1991 Gulf War in an address to his country to mark the 10th anniversary of the conflict.

I remember after the Gulf War being completely dumbfounded that Saddam was holding rallies celebrating his "victory." As long as he remains alive, and in power, it is a triumph.
