IMO, no. Different culture produced a group leadership, instead of a hereditary Dictatorship. Since they won and took over the south, they have no pressure to fight anyone else, as the North Koreans do. They do not seem to have lost the "communist" outlook.

However, the overseas Vietnamese are pouring a lot of money into the country. Kind of analogous to our situation with Castro, where the Miami Cubans are support the Cuban economy with a lot of money sent home.

At least the Vietnamese are not starving, as the North Koreans are.
