At any rate, the Boland Amendment prohibited the US from supplying aid to the Contras, who wanted to overthrow the Sandinistas. I gather this means we won't have a decision anytime soon on the consitutionality of the Boland Amendment. Frankly, I still assume it was and the Reagan folk thought so or they would have gotten an argument to the Supreme Court so fast it would have made Ollie North dizzy.
