Lizzie, My understanding is a little bit different. The salient differences are that it is Japan and Taiwan (not china) and that it is yield and overall quality that is the big issue. My MIL is a purchasing agent for a company that does optical assemblies and end products and she pretty much gave up on all of the US manufacturers. Like me, she had especially unpleasant experiences with JDSU. I haven't talked shop with her on this in a month or two, so I may not have the latest/greatest, but I will give her a call tonight to get a better feel.
