Of the existing housing market in the region, Fuller feels it's overpriced and Loudoun County is "vulnerable," much more than other jurisdictions, because land values have gone up so much.

Home builders told Fuller they had buildable lots purchased in 2000 for $70,000 to $80,000 that were sold in 2001 for $170,000, without the house.

Slow growth policies, like those enacted last year in Loudoun County, continue to keep prices up, he said. Prices, he said, will stabilize, and bidding wars have generally come to an end.
