SECTION 1. SHORT TITLE.
This Act may be cited as the `Securing A Fast Entry at the Border (SAFE Border) Act of 2002'.
SEC. 2. PORTPASS PROGRAM.
(a) AUTHORIZATION- The Attorney General is authorized to fully and permanently implement any pilot program authorized under section 286(q) which provides for dedicated commute lanes (DCL) or PortPass programs at land points of entry into the United States for prescreened, low-risk, frequent travelers.
(b) EXTENSION OF VALIDITY OF SENTRI PERMITS- Notwithstanding any other provision of law and beginning not later than 30 days after the date of the enactment of this Act, the Secure Electronic Network for Travelers' Rapid Inspection (SENTRI) Pilot Program of the Immigration and Naturalization Service, authorized under section 286(q) of the Immigration and Nationality Act, shall issue permits for non-commercial vehicle border crossers that shall be valid for not less than 2 years.
(c) SENSE OF CONGRESS- It is the sense of the Congress that the Attorney General should increase staffing under the Secure Electronic Network for Travelers' Rapid Inspection (SENTRI) Pilot Program of the Immigration and Naturalization Service for actual inspections and necessary administrative tasks and should allocate greater resources to the program to facilitate and expedite the processing of applications for SENTRI.
How many Americans live in the US and work in Canada or Mexico? Or is this bill for the benefit of foreign nationals? And just what are the "other purposes"? Who exactly are "prescreened, low-risk, frequent travelers"? This has got to be the stupidest idea I have ever seen.

Water Supply Technologies Act of 2002
SEC. 4. WATER SUPPLY TECHNOLOGIES PROGRAM (a) ESTABLISHMENT- (1) IN GENERAL- There is established within the Office of Energy Efficiency and Renewable Energy of the Department a program to be known as the `Water Supply Technologies Program'.
(2) DEPUTY ASSISTANT SECRETARY- The Secretary shall establish, and appoint an individual to fill, the position of Deputy Assistant Secretary for Water Supply Technologies.
(b) DUTIES- (1) IN GENERAL- The Deputy Assistant Secretary shall carry out the Program, consisting of-- (A) the arsenic removal program under subsection (d); (B) the desalination program under subsection (e); (C) the water and energy sustainability program under subsection (f); and (D) the water supply security program under subsection (g).
(2) CONTRACTUAL AUTHORITY- In carrying out the duties of the Deputy Assistant Secretary, the Deputy Assistant Secretary may enter into contracts with-- (A) private industries; (B) colleges and universities; (C) national laboratories; and (D) nonprofit organizations.

(2) To regulate activities affecting the waters of the United States, including intrastate and isolated waters.
