Your response is a confirmation that you have no clue on
the matter. If you ever have had any exposure to Computer
Science, even at a freshman level, you would know that
the IPC is not "a range", it is a number but inseparable
from a particular application workload (in the form of
a benchmark if you wish).

Now tell me please why your company (Intel) suddenly
felt an urge to change the established application
benchmarks? But please do not tell me that PC users
all suddenly started to continuously rip off CDs and
DVDs in the background, and watch video clips when
composing a letter while defragmenting all their hard
disks.
