The people dictate the change in a society when a large enough percentage want that change. Since becoming a Kuwaiti citizen is restrictive to the general population of foreigners, it falls upon Kuwaiti citizens of the proper age to demand a change and that is highly unlikely. Foreigners would be expelled if they tried an overthrow. Kuwait is a complete welfare state (from cradle to grave) and most importantly, it is a paid-in-full welfare state.
