Can you make the argument that it is possible to have such evidence, or that any use of military force by the US should only be in response to such evidence no matter what the circumstances?

Part 1 of your question: I don't know, but I would hope that we do with all our might and money.
Part 2 of your question: You can't go around the world attacking other countries without evidence. Furthermore, Iraq has never attacked the US. Indeed, there is evidence of American cooperation with Saddam during the Iraq-Iran war, and back then it was widely reported that Iraq was using poison gas (WMD) against Iran.
