That should work, if it doesn't try this.

Right click on the Internet Explorer Icon
Click create shortcut
Right click on the shortcut
Click Properties
In the "Run" box choose maximized.

This works for any program and most shortcuts. The only exception I've found, at least on my PCs, is the Windows Update in the top of the start menu. I still haven't figured out how to get that to open maximized. Anybody know?
