Without bothering to google, off the top of my head I know, and you should also know, that we have cooperative relationships with Egypt, Turkey, Jordan, Pakistan and the Philippines, and semi-cooperative relationships with Tajikistan and Usbekistan. These countries are assisting us in the war against terrorism. The Chinese are dealing with Xinjiang. Jane's left Chechenya and Georgia off the list, but the Russians are dealing with Al Qaeda there.
Iraq is the least cooperative nation among the list of nations which support terrorism and harbor Al Qaeda. Iran and Saudi Arabia, for example, are at least pretending to go through the motions.
Immediately after 9/11 I had a thread keeping track of international cooperation and expressions of compassion. Even Qadaffi and Arafat expressed sympathy. Old Arafat had a photo op showing him donating blood.
