Chlorine is heavier than air. This is why if there is a chlorine gas attack you should carry your dog in your arms. But can it find its way into the upper atmosphere by evaporation and convection? Suspect the worst is the first law of prejudicial scientific investigation. 50% of the time you will be right and that is sufficient to look like a genius. We don't want to return to Typhoid Roulette of the 19th century, but there are other ways to purify water. Curiously, one of the better ways is to use ozone. That should put some back where it is needed, as ozone is lighter than air. Isn't it?
