What happened in late '98 and all of '99 There was a period of lower highs in interest rates. This is exactly what would be expected with long term rates decreasing under Clinton while at the same time there was a smaller effect of short term rates which were rising at the time due to fed actions. Just take the moving average and you could see it. Or did the fed rate hikes take a while to take effect No, its a case of the short term fluxuations being superimposed on the long term trend line. It's pretty obvious from the chart. TP
