What happened in late '98 and all of '99

There was a period of lower highs in interest rates. This is exactly what would be expected with long term rates decreasing under Clinton while at the same time there was a smaller effect of short term rates which were rising at the time due to fed actions. Just take the moving average and you could see it.

No, its a case of the short term fluxuations being superimposed on the long term trend line. It's pretty obvious from the chart.
