So I advocate containment. 1) we need to make sure that containment is aadministered as a world policy 2) containment actually hurts the government of Iraq and not its people 3) we don't turn get distracted from containing Iraq to deposing Saddam.

Containment worked for six years. But when Saddam withdrew the ability for weapons inspectors to carry out their mandate, containment ceased working. We should have reacted quickly and violently at the time, but we didn't.

This is the problem with containment. Some administrations will be extremely committed to it while others will not give it appropriate consideration. The policy of containment only works if consistently applied, as it was against USSR.
