So why should PCS be interested in spending money to upgrade to 1X? Anyone know?

Question: If one were at the merge of I5 and I805 in San Diego during rush hour, would there be a better chance of getting a dial tone if say one half of the users had 1x devices vs all 95a?

Doesn't 1x expand capacity for a better user experience and fewer dropped calls particularly when the system is maxed out?
