Bush HAS to deal with Congress on this. He has no choice. He is not a dictator. If tries to be one, he will pay the consequences.

So he can be slave to his own bellicosity all he wants, he STILL has to convince Congress to back him on this. Congress has to authorize the use of military force. And it can withdraw that authorization once given and he then has to withdraw the forces.

Congress also controls the purse strings. It has to put up the money to buy the bullets and pay the troops. And it can specify what that money is used for. If it says none can be used to prosecute a war on Iraq, that's that. If he violates that he can be impeached.

Pracicalities? Things don't work entirely that way. But they work close enough that he must have Congress at least willing not to oppose him.
