Speaking of the low in October 98, I took a look at the recent action to see if a similar low could be found in the present. It's possible that 8/5/02 might qualify. There were closing lows on several indices, such as the NASDAQ and SOX, as well as many, but not all, of the semi-equips. Since 8/5, there have been 12 trading days through today.
