If he figures he can't get Congress' backing, he'd be crazy to go in. I doubt he's dumb enough to do that. If his action had no other effect, I would expect that 60 days to be drastically reduced- -a few days to reconvene Congress if needed.

Remember, George wants to get re-elected. If he starts a war that blows up in his face, he can forget that. LBJ had Comgress' approval and was driven from office because of his war.
