Painting a stripe on the hood of your Hyundai doesn't make it a race car, nor does Dell calling a sub-entry level PC a workstation make it a workstation.

But I think you've just made it very clear that Dell's claims of holding the largest share of the workstation market are probably complete nonsense.

There are $599 PC's with 512meg RAM available, off the shelf, at Circuit City and Best Buy. If Dell's products are workstations, then those eMachines at Circuit City are mainframes - and eMachines should advertise itself as a major workstation vendor.
