Until now Cellphones have been mainly for the upper and middle class in India. The Low WLL tariff structure is going to change the dynamics and be a major driver in India IMO. I think cellphone ownership will come down to the labor class specially those that can use it to increase their productivity and earnings. For example Even Rickshaw drivers will be able to justify the cost of a cellphone if they can increase their ridership marginally.
