I believe the figure of $500,000 was mentioned by Farrakhan. Over 30 years at present mortgage rates that is @ $3000 per month or twice the average SS payment.

White slavery was present before black in the colonies. Portugal started things going but got competition from other Euros eventually. The sheer volume of black slaves displaced white and native slave trade.

Japanese reparations were timely and paid directly to victims and families. Indigenous tribes had sovereignty status in many cases that enabled their cases to be heard despite decades passing. Those who favor reparations see these examples and know their appeals must transcend these two obstacles of timeliness and sovereignty and the only solution is an emotional appeal that likely will not stand up to judicial standards, hence the appeal to congress and the public.

Reparations is a feel good issue that has sought deep pockets to make it appear more substantial. It appears to be partially an election issue, desperate or not, on the part of liberals but it seems with the defeat of McKinney and Hilliard the black community is not as fond of the old style politics of blame of the recent past.
