In so far as a money losing business can prop up its cash flow with secondary offerings I agree with your post, apart from the last sentence. Look at how SUNW has been issuing stock options to its executives.

The stock price has fallen but have the officers missed out on their "wages"? No, the strike prices have been set down at less than a dollar.
