David, The Europeans are in a dilemma. Since WWII, NATO (USA) has took care of their defense. If the USA continues to expand their offensive against terrorism, the European community may have to increase their military for defense. When this happens, money will be moved out of the social programs into the military. The political leaders cannot afford to lose the votes of their constituents that they subsidize with these welfare programs. Same thing the liberals and Democrats here have been using to stay in power with "The Great Society". Buying votes. Nothing new. Steve
