I do wonder at what concept of energy security you are talking about. When there is no security issue any oil is just like any other oil. When there is a limitation changing the destination of a tanker is a trivial operation. Energy security is the ability to have access to a reliable source of energy. If one controls a source one has energy security for the time it is needed. At other times the most efficient distribution rules should be in effect. I think it is a silly expense to implement all kinds of special rules for plus or minus a tanker of oil.
