enough cutting has not been done in the last 40 years

The fires generally flare up in secondary growth forests that were previously clear cut. They are fierce this year because it is very dry (I know, I have a rain fed farm). The fires will bring their own pruning and it will tend to leave the patchwork stands of old trees which will resist fire in the future.

I consider that a failed approach by environmentalists
The smokey bear approach has always been the one promoted by the timber industry, not the environmentalists. I prefer the current environmental proposal to consentrate fire thinning and prevention at the edge of the forest, and let the middle burn if it catches (even to the point of setting the middle alight when conditions are favorable).
