There are so easy ways to stop the 90% of the crime

What way is that?
At what expense?

the only way I can think of is
1) three nonviolent felonies - LIFE - no parole
2) One capital offense crime (successful or not) death. In other words attempted murder = murder
3) Any three felonies of which at least one is violent (armed robbery), automatic death penalty

First we need to take the profit out of drugs.
Legalize them.
Any addict gets a free prescription (methodone instead of heroin) but that will satify the craving. Perhaps better yet, slowly decrease the % of heroin to methodone in the dose. Over a long period of time.

As long as this is free, there will not be any crimes to steal stuff to buy it, nor would there be ANY incentive for pushers to hook people on it just to profit from sales.

Of course anyone promoting such ideas could never in 1000 years get elected.

Severe penalties for misbehavior.
Total reparation and seizure of assets to pay off nonviolent criminal activity.

Is this what you are thinking?
