Beside politicians realize that crime is one big industry - lawyers, cops, remand centers, prisons, prosecutors, emergency rooms, judges. Criminals are propably minority in this whole system. Doesn't mean it cannot be done. Once the drugs are legalized the usage will drop drastically.
