I think quick is more important to most than cleaner, for most users of two-stroke petrol engines have parents who used human-powered bicycles as a primary private mode of transportation. The City governments just have to work better to manage the increased vehicular traffic. And they seem to be waking up to some of their responsibilities. Delhi has improved tremendously. Motorists are more law abiding now as the cops are allowed to give tickets more freely. Traffic in Mumbai was always well organized compared to other Indian cities, partly by banning the two-stroke engine vehicles within city limits. Arun
