Glenn: When looking at oil, you must take into account the cost of getting it into usable form. For example, Canada has vast quantities of tar sands (the largest oil reserves in the world but they are seldom counted because of cost considerations) -- but the cost of extracting oil from the tar is sky high. Arctic drilling is expensive. Deep gas is more expensive than shallow gas -- etc. The beauty of mid-east oil is it costs very little to pump it and process it for use. Higher extraction costs make much of the oil in other parts of the world less attractive.
