smb - the influence of these samll countries is way past their weight. Then you have deals between the Finns and the Swedes and who knows who else. There is majority voting on a lot of items. There are Finnish civil servants in Brussels as there are from all the otehr countries and each is pitching for his bosses. As for the Koreans, the Finns shouldn't give up their shoe making skills.
