The Vancouver Sun reports in its Monday edition that former Vancouver
chartered accountant Leslie Price, who was indicted for wire and securities
fraud in the recent FBI-RCMP sting operation, has a long history of stock
fraud in British Columbia. The Sun's David Baines writes that Mr. Price and
U.S. stockbroker Joseph Huard Jr. were each charged with 11 counts of
securities fraud, while Mr. Price was also charged with one count of money
laundering. In 1984, B.C. securities regulators prohibited him from acting
as a director or officer of a Vancouver Stock Exchange company for one year
as a result of share price manipulation of Starburst Energy Corp. In 1988,
a B.C. court found he "systematically defrauded" two investors in
connection with his Cumo Resource Ltd. Mr. Price was suspended on grounds
that there was "reasonable likelihood of imminent danger to the public" if
he were permitted to continue working as an accountant, and subsequently
expelled. In 1989, Mr. Price agreed to a 15-year stock market ban in B.C.
after admitting to his part in manipulating Carepoint Medical Services,
also on the former VSE. OTC Bulletin Board-listed Medinah was controlled
from North Vancouver by Mr. Price.
