OK, I think I found what the administration is relying on - Congress authorized the use of force in order to implement UN Security Counsel Resolution 678. In that resolution, Article 2 authorizes member states (that's us) to use all necessary means to restore international peace and security in the area. daccess-ods.un.org We have not yet restored international peace and security in the area. Saddam agreed to UN weapons inspectors, but reneged on the agreement.
