So should we stop trying to control cockroaches?

Are you arguing that we shouldn't try to kill cockroaches, or that we shouldn't try to capture, kill or otherwise reduce the threat from terrorists?

Sure there are specific times and places where we shouldn't do much but you argument seems to be supporting the idea that any attempt that doesn't get them all is useless or even counterproductive.
