Possible Scenario:

Just before the elections Bush makes a statement that Inspectors have now been allowed to go back into Iraq (Which Saddam has all along been willing to do if they leave out the CIA’s spies from the teams.) and there is now no need for a war.

Result: republicans reelected and stock markets go nuts as insiders get out. US has bunch of new bases all over the ME, especially Caspian area and has moved out of Prince Sultan Air base which was one of the main points of antagonism with the Saudi Public. US now dominates the ME and has moved its old bases from Europe to ME. Gold and Oil go down allowing insiders to load up.

After elections Bush provokes Saddam and inspectors leave again, same time a manufactured 9-11 type event occurs possibly in Israel and Bush invades Iraq to stave off Israel “responding” with nukes.

Result: New regime in Iraq and Israel/US now have control of Iraqi oil and more overt influence over ME oil generally and new oil and water pipelines laid to Israel to support more immigration into Israel.

Probably over a 6 month period.

EDIT: Reparations of course paid to Israel for the next gazillion years in free oil and water by Iraq and also plenty aid for rebuilding from the good old US tax payer.
